As Prime Minister o our great nation it is with great pride and satisaction that I announce the completion o the rst phase o the Lae Port Tidal Basin Project. It gives me even greater pride and satisaction to announce that the project has been completed on time, on budget and delivered in a manner that has set a new benchmark or inrastructure development in Papua New Guinea. The need or the multimillion kina project has been pressing or many years and has become more urgent in recent years since Papua New Guinea’s economic growth has exceeded all expectations. Lae is the manuacturing hub o Papua New Guinea - the city and its port play a vital role in servicing the population-dense highlands region o our country. The port o Lae handles more than 60% o our international and domestic trade and accounts or 50% o PNG Port Corporation Limited’s total revenue. As such Lae is the largest and busiest port in Papua New Guinea. Following the assistance o our development partner the Asian Development Bank, the Lae Port Tidal Basin Project was commenced on May 8, 2012 ater the contract to design and build the acility was awarded to China Harbour Engineering Company Ltd. The vision was to create a modern container terminal o international standards, and the mission was to do so with an expected completion timerame o 30 months. Our vision has been realised and our mission completed well within the timerame. This was a vision and mission created by previous Governments and it is the current Government that has brought the project to execution and completion. The achievement has greater signicance taking in to account the scope o the work, the need to mobilise equipment and manpower necessary to complete the dredging o the tidal basin and the construction o the whar and container yard area, along with the need to import heavy equipment necessary to complete the project. O course the project team also had to contend with Lae’s unpredictable weather which added another actor to the challenge. Yet even though work continued during days o endless rain and well in to the night, our human spirit shone - ensuring the project was delivered on time. I thank the Asian Development Bank (ADB) or their aith in our country Papua New Guinea as a developing nation capable o rising to meet its challenges that once overcome will improve the well-being and living standards o our people. Our region is booming and Papua New Guinea is part o the boom. We are creating a better uture or our people, or many generations to come through key inrastructure projects such as the Lae Port Tidal Basin Project. I acknowledge the commitment and capability o the contractor or the project, China Harbour Engineering Company and on behal o the Government o Papua New Guinea I commend the management team or their dedication to deliver this very important project to the principal stakeholders – the people o Papua New Guinea. I also acknowledge the input o all Papua New Guineans involved in the project. The project engaged the services o many Papua New Guinea nationals who worked alongside and learnt rom their China counterparts in a spirit o unity, cooperation and determination. I also acknowledge the landowners who have unselshly shared our vision that the port o Lae can be developed in to a signicant trading hub within the South East Asia region. I congratulate the Minister or Public Enterprises and State Investments Hon. Ben Micah MP, and the Board and management o the Independent Public Business Corporation (IPBC) which acted as the implementing agency. They were also supported by the Departments o Treasury and Planning and I thank and acknowledge the Treasurer and the Minister or Planning and their respective departmental heads and staf. It is the expectation o my Government that we will urther expand the port o Lae so that it is even more capable o servicing the tremendous growth we are experiencing. In years to come Lae Port will continue to develop and grow, and with it will come boundless opportunities and improved well-being or the people o Papua New Guinea. The completion o Phase 1 is the rst o many phases to come as the port o Lae continues to evolve and adapt to our burgeoning economy.
