It is suspected that Lincoln had him locked up because he is too inuential and may cause more states to join the Confederacy ( which Lincoln - siding with the Union - does not want ) . By suspending Habeas Corpus, Lincoln has devised a way to keep inuential Confederates like Merryman o the streets. ! ! 2
