MOZART THOMAS , PhD, JD, MBA, BSBA, BPS, CSSD . My dear Sponsors, Supporters Donors and Patrons: I graciously seek your support for the first Guyana National Civil Society Summit(“GNCSS”) 2014. As Chairman of the GNCSS 2014 Coordinating Com- mittee and Chairman of the Guyana National Council on Public Policy (“GNCPP”), I am humbled in my humanity and thankful for this opportunity to lead such a di- verse and dynamic Committee representing over 400 Guyanese national and international Civil Society Organizations and Non-Government Organizations (“CSOs” and “NGOs”) in coordinating this first Guyanese Civil Society Summit. Our Coordinating Committee for this Summit comprises of representatives from Trade Unions, various Religious De- nominations, Cooperatives, Community Groups and Organizations advocating on behalf of Women, Men, Youth, Gender and Children Rights, Private Sector Organization Mem- bers, and numerous others championing various causes and issues on behalf of a diverse cross-sector of Guyanese society. The results of engaging in numerous consultations, outreaches and briefings with many CSOs and NGOs in Guyana and the international Diaspora, including locally-based international and foreign Missions, Groups and Or- ganizations, catapulted into a rest-assured determination that this Summit must and will have magnanimous support, as it will ideally be the change catalyst that Guyana needs the most at this time in our Nation’s History. In this regard, all stakeholders are seized with the understanding and appreciation of this vital legal and constitutional standing we, Guyana Civil Society, must uphold at this time in our nation’s existence. For more than 35 years, the 1980 Constitution of the Cooperative Republic of Guyana as promulgated under Chapter II, Article 13 states the following: “THE PRIN- CIPAL OBJECTIVE OF THE POLITICAL SYSTEM OF THE STATE IS TO ESTAB- LISH AN INCLUSIONARY DEMOCRACY BY PROVIDING INCREASING OPPORTUNITIES FOR THE PARTICIPATION OF CITIZENS, AND THEIR ORGAN- IZATIONS IN THE MANAGEMENT AND DECISION-MAKING PROCESSES OF THE STATE, WITH PARTICULAR EMPHASIS ON THOSE AREAS OF DECISION- MAKING THAT DIRECTLY AFFECT THEIR WELL-BEING.” Fellow Guyanese with distinct pride and honor I am pleased to announce that ‘we, the Guyanese Citizens’ iden- tified in this Article 13, comprising One National Constituency and including but not limited to CSOs and NGOs, will stand up for the first time in our illustrious history, dur- ing the period September 17 thru 19, 2014 to give effect to Civil Society Article 13 Con- PLATINUM DIAMOND BRONZE COPPER LOYALTY SILVER GOLD 1.
