>> which highlighted their ineciency in billing. In all, over the past 2 years, water is now 12% cheaper as a result. NI Water is beginning a price control with the Ulity Regulator. Inial reports are that the cost will connue to drop. On rates, the 30% industrial rates cap is secured unl 2015. We have re-launched our campaign through publishing a book on the successful rates campaign and taking the message around the country by inving MLAs to manufacturing businesses and speaking on the importance of this cap. We are condent that this will be extended to 2016 and hope to have the cap in place in any new Programme for Government of the new Assembly post May 2016. With the merging of our Councils there was a danger of your rates bill rising for no good reason. A £30m fund has been secured to smooth out this merger and we have sought that this is weighted, focused on those areas most at risk. Unlike other business organisaons you may be a member of, we are unhindered by conicts of interest or wide agendas. Our campaign works solely on behalf of manufacturers on the costs of doing business. The above wins on your behalf have only been possible as we have the weight of your support behind us. So, where now? Our ambion is to create the most compeve region in Europe in which to start, sustain and grow a manufacturing business, creang wealth and work. To get there, much more work is required. We’ve draed a Manufacturing Manifesto and consulted with members and policians across the country. This will be published in November and it will be our agenda, on your behalf, to seek the necessary changes to allow your business to survive and thrive. http://www.manufacturingni.org info@manufacturingni.org @ManufacturingNI Manufacturing Northern Ireland Harland and Wolff to benefit from pilot Welding Academy EMPLOYMENT AND LEARNING Minister, Dr Stephen Farry, has announced that his Department will work in conjuncon with the local further educaon sector to address specialist welding needs for Harland and Wol. The pilot Welding Academy will allow 30 trainees to become skilled in high quality, specialised welding elds. The project is supported by the Department for Employment and Learning’s Skills Soluons Service with training delivered by Belfast Metropolitan College (BMC) and Northern Regional College (NRC). The iniave will be aimed at unemployed people with a background in welding to provide training in modern techniques. The Minister said: “I welcome the fact that my Department’s Skills Soluons Service has been able to work closely with Harland and Wol, Belfast Metropolitan College and Northern Regional College to develop this highly specialised welding training opportunity for inially 30 people from our local community. “This training academy clearly demonstrates DEL’s commitment to up-skill the Northern Ireland workforce and, through the Skills Soluons Service, help employers to access and benet from relevant, tailored training.” The training programme will last approximately six to eight weeks. The best thirty candidates will be selected from those who pass a trade test to demonstrate that they have the necessary fundamental skills to benet from the training. Further details will be available in due course from Jobs and Benets Oces. The Department has commied to remain in regular contact with Harland and Wol and other stakeholders in order to understand the working pracces within the engineering and manufacturing sector and to respond rapidly to the training needs that a changing global industry demands. MNI will explore this further with the Department to see where they can directly support manufacturers across NI, sharing or removing the risk for the businesses themselves. IT’S ANTICIPATED THAT the results of the rates revaluaon will be announced in November. In our view, the revaluaon, the rst since 2001, should see no great changes in the rateable value of manufacturing properes. This is an important step in geng clarity on the potenal rates bills you will receive in April 2015, but there is sll a lile distance to go before there is full clarity on the potenal cost. Around February, both the District and Regional rates could be revealed. Certainly the hope is the Regional rate ‘pie’ will be no bigger but less is known about what the 11 Rates Reval Revealed new, merged Councils will set as a District Rate. This combined ‘rate poundage’, alongside both the revaluaon and industrial de-rang will dene what the cost of rates will be in your area come April. There’s also a rates convergence fund of some £30m, which will help smooth dicules in some areas. Despite the clear indicaon that the Review of Public Administraon would provide for more ecient (and eecve) government, all the signals to date are that the 11 new Councils are likely to spend more rather than be less cost. Miscalculaons are possible, so have a look at your exisng rates bill, idenfy your properes ‘PID’ number and enter this online when the new valuaons are released. Land and Property Services are happy to take enquiries before the new bills are printed and issued. For more informaon, see www.reval2015ni.gov.uk
