These relationships orm the basic abric o human society, when they are given cohesion and consistency,” the pope said. “Family love is ruitul, not only because it gener- ates new lives, but also because it broadens the ho- rizon o existence, creates a new world,” he added. According to the website o the Pontical Council or Social Communications, the congress intends to “analyze the possibilities and chal- lenges o amilies on the continent, with the aim o making them into the sub- jects o the social develop- ment in the country.” Pope Francis’ address also echoes his own recent warnings in June that the devil is trying to destroy the amily as an institution all over the world. “Families are the domestic Church, where Christ grows up – grows up in the love o the spouses, grows up in the lie o the children…May the Lord bless the amily. May He make it strong in this crisis, in which the devil wishes to destroy it.” The theme o the spiri- tual and social value o the amily based on marriage has been a preoccupation o popes since the launch o the Sexual Revolution o the 1960s. In his 1981 apos- tolic exhortation Familiaris Consortio, Pope John Paul II wrote, “According to the plan o God, marriage is the oundation o the wider community o the amily, since the very institution o marriage and conjugal love are ordained to the procreation and education o children, in whom they nd their crowning.” “[T]he couple, while giv- ing themselves to one an- other, give not just them- selves but also the reality o children, who are a living relection o their love, a permanent sign o conju- gal unity and a living and inseparable synthesis o their being a ather and a mother.” More recently, Pope Benedict held up marriage and the amily, and attacks against them, as a major theme o his pontiicate. In March 2010 Benedict wrote to the International Youth Forum in Rocca di Papa, south o Rome. “The relationship between the man and the woman refects divine love in a quite special way; thereore the conjugal bond acquires an immense dignity,” he said. “Human beings are made or love,” Benedict said. “Their lives are completely ulilled only i they are lived in love.” Pope Francis’ comments come in anticipation o the opening o the Synod o Bishops this October that will address the di- erent threats to the am- ily around the world. Some high-ranking prelates in Italy and abroad have ex- pressed grave concerns that the Synod will try to sideline Pope John Paul’s traditional iteration o Catholic teach- ing in Familiaris Consortio. Cardinal Carlo Caarra, the archbishop o Bologna, said in a recent newspaper interview that the Catholic Church, in its traditional teaching on the amily “de- ends the poor and down- trodden.” “Familiaris Consortio states that the Church has a supernatural sense o the aith, which does not consist solely or necessarily in the consensus o the aithul.” “The Church, ollowing Christ, seeks the truth, which does not always coin- cide with the opinion o the majority. She listens to con- science and not power. And in this way she deends the poor and the downtrodden. “Familiaris Consortio, then, has been a great doc- trinal development, made possible by the cycle o cat- echesis o Pope John Paul II on human love,” the cardinal added. By Senator Mitch Mc- Connell Kentucky has a growing prescription drug abuse and heroin abuse problem, and the scope o the problem is shocking. Our state has the nation’s third-highest mortality rate rom drug overdoses, which are largely driven by prescription pain- killers. According to the Kentucky Oice o Drug Control Policy, about 1,000 Kentuckians a year atally overdose on drugs—that’s more than are lost to atal car crashes. Heroin deaths continue to climb and ac- counted or 32 percent o the drug overdose deaths last year. Earlier this year, I con- vened a listening session in Kentucky to hear rom those closest to the problem, in- cluding proessionals in the medical, public health, and law-enorcement ields as well as a brave young man who managed to break ree rom heroin addiction ater seeing his riends overdose. One issue that was raised during this session that particularly caught my sym- pathies was the increasing number o inants being born in Kentucky depen- dent on opiates in the orm o prescription painkillers and heroin. Researchers es- timate that one baby every hour is now born nationwide dependent on drugs and su- ering rom withdrawal. According to the Ken- tucky Department or Pub- lic Health, the number o hospitalizations due to new- born withdrawal in the Commonwealth increased rom 29 in 2000 to more than 950 in 2013—a more than 3,000 percent increase, and an indicator o a very alarming trend. The situation is just heart-breaking. I say that especially as the ather o three daughters. These chil- dren are the most innocent members o our society, and we must do all we can to protect them. Thankully, Kentucky is taking this problem seri- ously. Both the Kentucky Perinatal Association and the Kentucky Perinatal Quality Initiative Collabor- ative are dedicated to reduc- ing the number o inants born dependent on opiates. I applaud their eorts. And I believe we can do more at the ederal level to aid and assist their work. Maternal addiction and inant opiate dependency are epidemics that can best be overcome by eective coordination between those dedicated to ghting them at the state and ederal levels. That’s why I recently introduced the Protecting Our Inants Act in the U.S. Senate, which is designed to address the scourge o opi- ate addiction in newborns, as well as their mothers. My bill will help identiy and disseminate recommen- dations or preventing and treating maternal addic- tion so that we can reduce the number o inants born dependent on opiates and other drugs. The bill would promote recommendations as to how to identiy these babies born suering rom withdrawal, and how best to treat them. Also, because I heard dur- ing my listening session and in other orums about the importance o more research into inant withdrawal and its long-term eects, my bill would shine a spotlight on the problem and encourage more leadership rom the ederal government on this public health crisis. The Protecting Our In- ants Act would also encour- age the U.S. Centers or Disease Control and Pre- vention to work with states to improve the availability and quality o research data to help them respond more eectively to this public health epidemic. While there’s still more to be done, I believe my bill is a step in the right direc- tion to help ensure that our public health system is better equipped to prevent and treat maternal opiate addiction and the resulting inants that are born depen- dent on opiates. We certainly must do all we can to conront the hu- man tragedy o babies born dependent on opiates and suering rom withdrawal. Helping the most innocent among us is our moral duty as caring members o so- ciety. Protecting Our Infants Act The trove o treasure I possess Keeps me guarded and strong Tho’ there’s no gold in the coer I eel rich all day long. The priceless treasure in my heart Illumines like sunshine’s ray It girdles thoughts o loneliness That to my psyche do stray. It’s a rare treasure I speak o That gives me aection I need It parks its place with my Spirit Therein plants a rapturous seed That springs to everyday living With lessons both great and small Learned at the knee o my best riend Who still picks me up when I all; Who grabs my ace with aection Letting hugs and kisses fy When I’m in embraceable distance She accompanies the kiss with a sigh That expels such love and wonder I know she’s touched by it all Equally so, I, her daughter Am moved by the orce o the haul That with her immense momentum Races to my every need There’s nothing I’d not do or her I learned such at her lead.. For, my Mother is my companion Her love; priceless beyond all things It’s the treasure I now write o And the song that my heart sings.
