This saw the younger Fok obliged to start from scratch and take a resolutely hands-on approach to the design, construction, development and funding of the whole programme. He says: “Nansha was recently elevated to become a State-level District, which has greatly accelerated the development emphasis on the area. This has also allowed us to work more closely with central government on policies specifc to the district. “One of these has been the relaxing of restrictions on foreign-registered yachts. Nansha is the pilot marina in China for this new policy. We are hopeful that this kind of convenience will help us become the major boating hub for southern China.” In order to help promote the marina, three years ago Fok launched the Yacht CN boat show, an event he hopes will become a fixture on the international boating calendar. The show is already providing an effective platform for promoting brands and showcasing a variety of craft, from the smallest of dinghies to the largest of mega-yachts. With the marina project clearly close to his heart, Fok is only too keen to emphasise its potential. He says: “We don’t just focus on powerboats. We are looking to create a genuine, all-round sailing culture. To this end, we even arrange sailing instruction on small OK Dinghies for local school children. “At the moment, it is working out well. I’m chairman of the China Marina Conference and have been pushing this as a positive way to inspire a new generation to take part in this emerging sport. “Despite the positive signs, one of the major stumbling blocks we face is the 40 percent import duty that is levied on foreign-made boats on the mainland. This has been a big problem for the industry. “Using Hong Kong facilities, unfortunately, is not my bition i to cobine the cnivl tophee of the rugby seven with the cloe ction of the NBa 92 “The second phase saw the development of a fairly basic level of infrastructure within the Nansha Bay area. Today, there are some 20 separate projects currently underway. These include an IT park, a research facility for the Hong Kong University of Science and Technology, the fve-Star Nansha Grand Hotel, a high school, a hospital, two 18-hole golf courses and a Five Anchor awarded marina – the only one of its kind in China.” The development of the area has now entered a third phase, with support facilities being established in order to sustain it as a viable living environment. Explaining the thinking, Fok says: “There is a large residential project underway, complete with service apartments close to the new marina and high-class residential units all overlooking the waterfront. “Why, though, did we wait so long before embarking on this phase? Well, it made no sense to begin work on a residential development before the supporting infrastructure was in place. It would have just ended up as a ghost town. We had to take a longer term view. “We need residents, though. We are keen to take advantage of the area’s greatest asset – its beautiful waterfront. We want to open it up to the public through restaurants, shopping facilities
