The function of the repressive state apparatus as described by Althusser fits perfectly the case of the government of Panem inside of the Capitol; “the role... consists essentially in securing by force the political conditions of the reproduction of relation of production which are in the last resort relations of exploitation” (Althusser 1334). The conditions of reproduction include the securing of a particular lifestyle and standard of living. The governing body of Panem actively exploits, often forcefully, the relations with outlying districts to produce the quality of life that they are used to. As a result of the government exploitation, the gaps between the socio-economic classes of Panem are immense. The Capitol indulges while the districts are made to starve: They do surgery in the Capitol, to make people appear younger and thinner.
