(Immediate) Recruiting– Institutional sponsorship of local sports club– slush funds To specify that a coaching staff member may receive expenses from an institu- tion to engage in recruiting activities on behalf of the institution while serv- ing in his or her capacity as a local SAAC Representation on NCAA Man- agement Council and at Conventions Proposal to specify that the Manage- ment Council shall included two mem- bers of the Student - Athlete Advisory Committee (SAAC). The two students will have one combined vote. (Immediate) To specify that SAAC shall have one vote at the NCAA DII Convention business session. (August 1, 2015) Recruiting—Publicity after Commit- ment To eliminate the limitations on publicity related to a prospective stu- dent - athlete after he or she has signed a NLI or the institution’s written offer of admission and/or financial aid. (Immediate) Amateurism—Participation of Signed Prospects in Institutional Fundraisers or Promotional Activities To specify that a prospective student - athlete may participate in institutional fundraisers or promotional activities prior to his or her initial collegiate en- rollment, provided the prospect has graduated from high school AND signed a National Letter of Intent (NLI) or a written offer of admission and/or financial aid. (Immediate) Recruiting -- Contacts and Evaluations To eliminate any impact on a prospects eligibility when an institutional staff member and/or representative of the institution’s athletics interests is in- volved in impermissible recruiting con- tacts and telephone calls with the pro- spects or their parent or legal guardian. Violations would remain institutional and would have to be reported to the NCAA. (August 1, 2015) Recruiting and Eligibility– Permission to con- tact and one time transfer hearing requirement If an institution receives a written request from a student - athlete to permit another institution to contact them about transferring, the institution shall grant or deny within 14 consecutive cal- endar days of receipt of the request. If the in- stitution fails to respond with 14 consecutive calendar days permission shall be granted by default and the institution shall provide written permission to the student - athlete. If the institu- tion fails to conduct a hearing within 30 con- secutive calendar days, permission shall be granted by default and the institution shall pro- vide a written release to the student - athlete. (August 1, 2015) Playing and Practice Season– General playing season– Foreign Tours To require all student - athletes to be certified as academically and athletically to participate in a foreign tour. (Immediate) Awards, Benefits, and Expenses -- Expenses provided by the Institution for Practice, Competition and Noncompeti- tive Events To specify that an institution, or conference or the NCAA may provide actual and necessary expenses to a stu- dent - athlete to represent the institution in practice and competition (including ex- penses for activities/travel that are inci- dental to practice or competition) and for a student - athlete to represent the Awards, Benefits and Expenses– Team Entertainment - To specify that an institu- tion, conference or the NCAA exercising discretion and provide reasonable enter- tainment (but may not provide cash for such entertainment) to student - athletes in conjunction with practice or competition.
